Pakistan Future Leaders Conference 2012
The Oxford University Pakistan Society (OUPaksoc) and its partners (SOAS Paksoc and Cambridge Paksoc) are organising the Pakistan Future Leaders’ Conference (PFLC) as an initiative to bring together students, academics and policy-makers to discuss and debate vital issues relating to the Pakistani community in the UK.
The Conference brings together outstanding students of Pakistani origin here in the UK and helps them build critical leadership skills to groom them into successful leaders of the future.
This program gives the participants a greater understanding of their roles as responsible citizens and serves as a platform for the youth to think about problems facing the nation and the British-Pakistani community and propose possible solutions.
Over 200 delegates are expected to attend PFLC 2012 between the 3rd and 5th of February and they will be split into 8 committees to discuss issues of pertinent importance to the country. Each committee will be chaired by leading experts in its area of deliberation.

MAIN SPEAKER:
John Cammegh (currently instructed along with Steven Kay QC and Toby Cadman of 9BRi to act for the five members of Jamaat e Islami currently awaiting trial in Dhaka for their alleged involvement in the 1971 War of Liberation from Pakistan)
PANELLISTS:
Dr. Sarmila Bose (Fellow Department of Politics & IR, Oxford)
Dr. Faisal Devji (Reader in Modern South Asian History, St. Antony’s College Oxford)
Mr. Anup Surendranath (DPhil Student in Law)
BACKGROUND:
In 2010, the International Crimes Tribunal (ICT) of Bangladesh began gearing up to try individuals accused of war crimes, crimes against humanity, genocide, mass rape and other international crimes to provide accountability and to address longstanding cries of impunity for the alleged criminals of the 1971 war.
However, there has also been sharp criticism of the ICT’s statutes, rules of procedure, and practices, as well as deep concern over a related amendment to the Bangladesh Constitution. Critics have pointed specifically to the lengthy pre-charge detention of suspects, interrogation without counsel present, inability to challenge the jurisdiction of the tribunal or make interlocutory appeals, lack of presumption of innocence, potential for self-incrimination, lack of protections for witnesses and victims, and overall lack of due process rights for defendants as just a few of the numerous infirmities present in the ICT. Further, many have characterized the Tribunal as politically motivated, adding to an atmosphere in Bangladesh that is already fraught with political tension.
With further arrests of Jamaat-e-Islami members likely the trials are set to attract mass media attention; the political consequences of the case throughout the region are likely to be both unpredictable and significant.

ABOUT THE FILM & PRODUCER:
Cambridge in England has been the home of British portrait artist Caroline Jaine for many years. A side to Cambridge which is celebrated less, but that has been a main attraction for the well-travelled artist, is its diversity. Cambridge's residents, perhaps more than any other city in England, are truly international.
With a keen research interest in truth and perception – especially in the realities presented to us via the main-stream media – Caroline Jaine selected a city to juxtapose with Cambridge that many said had very little in common. Karachi - despite being a thriving economic hub and the 10th biggest city in the world - is often presented to the world as a placed full of one of terrorists, rife with fundamentalism and lawlessness.
Caroline Jaine's ambition was to show commonalities and connections between these two apparently different cities. Film, story-telling and photography was used and the outputs include a film (Another Face), a book of photographs and the www.cambridgekarachi.com website. However the experience has also generated relationships and ongoing dialogue which promotes business and other exchanges between the two cities.
Caroline Jaine's background is in international relations and strategic communication and she has served as a diplomat for 15 years. Her most recent post was as Head of Communications & Outreach for Pakistan at the Foreign Office in London. Caroline is the author of A Better Basra: Searching for Strategy & Sanity in Iraq (Askance Publishing, 2010) based on her time as Head of Press & Public Affairs at the British Embassy office in Basra in 2006, and Antagonizing and Influencing: Strategies for Negotiation across the Af/Pak Border (South Asia Strategy & Defence Review, 2008).

In just one year the band gained recognition all over Pakistan having performed in almost all the major cities as well as many smaller towns. The band has also released an album titled 'Umeed-e-Sehar' highlighting the inequalities within society and is at the forefront of the struggle for a progressive, democratic Pakistan.
Gurpreet Chana began to learn Indian Classical Tabla in the Punjab Gharana (style) from his Ustad Ji Professor Parshotam Singh. He started by playing at the Gurdawara with kirtan and continues to do so, but as of late he has added a unique flavour to his music and mesmerizes crowds with Tabla Fusion.
Growing up in Canada, Gurpreet had the fortunate opportunity of being subjected to various types of music. The music he creates and performs is an expression of the cultural diversity he experienced growing up in a multicultural society. This musical experience is expressed by taking the exquisite rhythmic patterns of the tabla and merging them with all genres of music. Gurpreet's passion for percussion instruments has lead him to experiment with other world beats playing the djembe, congas, dhol, zarb, doumbek, daf, or anything he can get his hands on

Book Launch and Panel Discussion with Dr. Maleeha Lodhi
Dr. Maleeha Lodhi has kindly agreed to join us for a Book Launch and Panel Discussion on "Pakistan: Beyond the Crisis State" on the 24th of May 2011. We will also be joined by Dr. Faisal Devji, Dr. Adeel Malik and Dr. Ishtiaq Ahmed for the panel discussion. The chair for this event shall be Dr.Sarmila Bose.
Date: 19th May 2011
Time: 15:30 - 17:30
Venue: Harris Lecture Theatre, Oriel College, Oxford
Entry: Free for everyone (memberships will be available at the door for discounted entry into future events).
ABOUT THE EVENT:
This book is a compilation of essays by some outstanding writers. Starting with the compiler, Maleeha Lodhi, it includes contributions by persons with well -respected names such as Ayesha Jalal, Zahid Husain, and Ahmed Rashid, most of whom are, no doubt, familiar to all of us. The authors, all experts in their fields, discuss the political, economic, social, and foreign policies of Pakistan, and the role of the great powers and other external factors in shaping the fortunes of this country.
Perceptions of those who live outside Pakistan, or those who live within the closed circle of class, usually focus on the natural or man-made disasters of this country, for example the recent floods and earthquake on the one hand and illiteracy and poor health facilities on the other. Their view is inevitably pessimistic. The contributors in this book, on the other hand, have been able to look beyond the failures and misfortunes of the immediate present to the possible outcome of the potential present in this country. The distinctive feature of this book is that the writers included here have supplemented their analyses with clear and convincing recommendations on policy; which is a relief for most of us who have seen the crisis building up, the negativity swell, but missed the latent capabilities and unrealized opportunities that could initiate a change of course in our sliding fortunes.
OUR MAIN SPEAKER:
DR MALEEHA LODHI, the compiler of this book, is well-known as an outstanding journalist and diplomat. She has served as Pakistan's Ambassador to the United States and High Commissioner to the United Kingdom. She has also been Editor of The News International and The Muslim, two leading newspapers of Pakistan. She has served on the UN Secretary General's advisory board on disarmament, taught at the London School of Economics, and been a Fellow of the Institute of Politics at the Harvard University. She is a recipient of the Hilal-e-Imtiaz Presidential award for public service.
OTHER PANELISTS:
Dr. FAISAL DEVJI is University Reader in Modern South Asian History. He has held faculty positions at the New School in New York, Yale University and the University of Chicago, from where he also received his PhD in Intellectual History. Devji was Junior Fellow at the Society of Fellows, Harvard University, and is the author of two books, Landscapes of the Jihad: Militancy, Morality, Modernity (2005), and The Terrorist in Search of Humanity: Militant Islam and Global Politics (2009). He is currently writing a book on the emergence of Muslim politics and the founding of Pakistan. He is interested in the political thought of modern Islam as well as in the transformation of liberal categories and democratic practice in South Asia.
DR. ISHTIAQ AHMAD is Quaid-i-Azam Fellow at St. Antony’s College, University of Oxford. He specialises in Strategic Studies and has written widely on South Asian security and contemporary Muslim world issues, particularly the conflict in Afghanistan and regionalism within the Muslim world. He is the author of Gulbuddin Hekmatyar: An Afghan Trail from Jihad to Terrorism (2004). A member of International Studies Association (ISA) and British Association of South Asian Studies (BASAS), Dr Ahmad has also written for The Muslim, The Nation, The News International, and Turkish Daily News, and been interviewed by Al-Jazeera, CNN, Fox News and Los Angeles Times. Currently Dr Ahmad is conducting research on the conflict resolution in Afghanistan, exploring theoretical and practical aspects concerning the prospects of reconciliation and regionalism.
DR. ADEEL MALIK is also a Globe Fellow in the Economies of Muslim Societies at the Oxford Centre for Islamic Studies and a Research Associate of the Centre for the Study of African Economies. His previous research affiliations include: Department of Economics, Oxford University (2004-05); Merton College (Lecturer in Economics, 2002-03 and 2005-06); Center for International Development, Harvard University (Visiting Research Fellow, 2001), and Mahbub ul Haq Human Development Centre, Islamabad (Senior Policy Analyst, 1997-1999).
ABOUT OUR CHAIR:
DR. SARMILA BOSE is an academic and practitioner with principal interests in the politics and public policies of South Asia. Her current work is on the practice of democracy in India, and conflict and governance issues of the frontier “tribal” areas of India and Pakistan. Time: 19:30 - 21:00

ABOUT THE SPEAKER:
Lord Ahmed of Rotherham was born in Mirpur (Azad Kashmir) but was brought up in the UK. He studied Public Administration at Sheffield University and joined the Labour Party when he was 18 years old. He distinguished himself as a particularly proactive local councillor, with most of his activity centred around the North of England. He recognised the significance of grass roots politics and founded the British Muslim Councillors’ Forum in 1992. Lord Ahmed was also made a Justice of the Peace in the same year and has chaired the South Yorkshire Labour Party for some years.
In 1998 was appointed to the House of Lords. This was a particularly historical occasion as he was the first Muslim to become a life peer and accordingly, took his oath on the Holy Qu’ran. He was also one of the youngest peers to achieve this position at the age of 40. As a Muslim peer, much of his activities are in direct relation to his work for the Muslim community, both at home and internationally. Lord Ahmed led one of the first delegations on behalf of the British Government on the Muslim pilgrimage of the Hajj, to Saudi Arabia and has used his privileged position to advocate legislation against religious discrimination, international terrorism and forced marriages.
At home, Lord Ahmed aims to see that there is equality for all, and has spoken several times on issues of race, religion and sex. He is seen as one of the leaders of the Muslim community and has used the responsibility bestowed upon him, to calm tensions following the aftermath of September 11th.

Date: 04 February 2011
Time: 14:00 - 18:00
Venue: Lady Brodie Room, St. Hildas College, Oxford
Twelve year old Zoha Butt has a condition called osteopetrosis, known as marble bone disease. She desperately needs to find a matching bone marrow donor.
This appeal goes out especially to the South Asian community [although anyone is welcome to come forth and register] as they are underrepresented on the British bone marrow donor registry and there is no such national registry in Pakistan [or the rest of South Asia]. The registration process entails:
1. Completing an application form
2. Talking to Oxford Marrow counsellors
3. And giving a saliva sample
All three steps take under 30 minutes to complete.
Your saliva sample will be checked for your tissue type, and you will be sent a registration card to confirm that your name is on the register. If you are a match you could save someone's life.
It is hoped that you will join hands with OU Pak Soc, Oxford Indian Society, Oxford Afghan Soc, Oxford SAARC Soc, Oxford Sri Lanka Soc and Oxford Marrow to help grow the Anthony Nolan register. Zoha and her family will be visiting Oxford and be present during the drive to personally thank all potential donors.

The recent cold-blooded murder of Punjab Governor Mr. Salman Taseer and the case of Asia Bibi has once again brought Pakistan’s controversial blasphemy laws under international spotlight. Introduced by the British and expanded upon by military dictator General Zia-ul-Haq, critics claim that these laws are used to target mainly the weak and the poor and inhibit freedom of speech and expression. Critics also blame the blasphemy laws as stoking the fires of fanaticism and aggravating the already deep rooted malaise of extremism within Pakistani society. Proponents see the matter as one of upholding the sanctity of Islam, the Holy Quran and the Prophet Muhammad (PBUH) while another group is of the opinion that the laws are inimical to the spirit of Islam itself.
Should the blasphemy law be repealed?
Should it be amended?
Or is it simply a matter of proper implementation and investigation?
At this crucial juncture, the OUPaksoc takes up this most important issue and leaves it upon the students to decide.

Mr. Sethi was a political prisoner from 1975-1977 during the regime of Zulfikar Ali Bhutto for protesting military action in Balochistan. In 1984, the regime of General Zia ul Haq put him in prison for one month for publishing “From Jinnah To Zia”, a book authored by the former chief justice of the Supreme Court of Pakistan, Justice Mohammad Munir. The book was a sort of mea culpa in which the author had admitted his grave error in legitimising the first martial law in Pakistan in 1958, thereby paving the way for General Zia’s martial law in 1977.
In 1989, along with his wife, Jugnu Mohsin, he launched The Friday Times (TFT), an independent national weekly, which espouses secular internationalism, human rights, regional peace and democracy. Newsweek Magazine described him in the 1990s as a “crusading editor” for exposing corruption.

After the Floods: The Future of Pakistan's Economy and Democracy "
Date and Time: 30th Oct 2010 (5:30 pm - 8:00 pm)
Venue: Harris Lecture Theatre, Oriel College, Oxford
Entry: Free for all
This summer has seen Pakistan deluged by the worst floods in its history. Over 20 million people have been affected with one-fifth of Pakistan under water at the height of the flooding and all four provinces (plus Gilgit-Baltistan) being affected in one way or the other. Amid scenes of mass migration and suffering reminiscent of the partition of India almost 63 years ago, the situation was termed by the UN Secretary General as a bigger humanitarian crisis than the Haiti Earthquake, 2004 Indian Ocean tsunami and the 2005 Kashmir earthquake combined. As the water recedes, winter sets in and the slow process of rehabilitation and reconstruction begins, questions are being asked about the long term humanitarian crisis caused by the flood, the future of Pakistan’s fledgling democracy and of its precariously balanced economy and the lessons learnt in terms of disaster management and utilisation of water resouces .
To answer these questions and shed light on the disaster and water management aspect and the political and economic impact of the floods on Pakistan, Dr. Iftikhar Malik (Bath Spa University), Dr. Adnan Qadir (LSE) and Dr. Daanish Mustafa (KCL) have kindly agreed to join us for a mini-conference on Saturday 30th of October 2010. Dr. Adeel Malik (Oxford) will be our chair for the evening.
ABOUT OUR SPEAKERS:
Professor Iftikhar H. Malik, a Fellow of the Royal Historical Society, teaches International History at Bath Spa University, Bath. Earlier, from 1989 to 1994, he was the Quaid-i-Azam Fellow at St. Antony's College, Oxford. Dr. Malik has published 14 books, several monographs, 75 scholarly papers and more than 200 review articles. His areas of research are mainly U.S. history, Asian history and politics with special reference to Modern South and Southwest Asia, Muslim communities in the West, and the U.S.-Muslim world relationship. Dr. Malik will be giving a talk on Pakistan's political future titled 'Pakistan: The Dynamics for Survival'
Dr. Adnan Qadir Khan completed his PhD in economics from Queen’s University and has an MPA from Harvard Kennedy School. He joined the District Management Group in Pakistan after securing first position in the civil service exam, and has served at various places in Sindh and Punjab. He has worked with various international and national agencies including Finance and Education Departments and the Pakistan Administrative Staff College. His areas of research interest include political economy, decentralization and labor markets. Dr. Qadir will be talking about the political economy of flood reprucssions.
Dr. Daanish Mustafa obtained his BA in Georgraphy from Middlebury College, USA, his MA in Geography from University of Hawaii-Manoa in 1995 and his Ph.D. from the University of Colorado, Boulder, USA in 2000. He currently teaches at King’s College London (Geography Department) and his research interests lie at the intersection of development, water resources and hazards geography. Dr. Mustafa has received awards from the National Geographic Society, United States National Science Foundation, and the United States Environmental Protection Agency for his various research projects.
Our chair for the evening, Dr Adeel Malik, obtained his DPhil in economics from Oxford University as a Rhodes Scholar in 2004 and is the Islamic Centre Lecturer in Development Economics at the University of Oxford. Gilgit-Baltistan Chief Minister and Chief Secretary
Date and Time: CANCELLED
Venue: CANCELLED
Entry: CANCELLED
‘SETTING CONTEXT FOR CHANGE' - POLITICAL AND ECONOMIC EMPOWERMENT IN THE GILGIT-BALTISTAN REGION- An Evening with Syed Mehdi Shah, the first ever Chief Minister of Gilgit Baltistan and Mr. Babar Yaqub Fateh Muhammad, Chief Secretary, Government of Gilgit Baltistan.
The Region of Gilgit Baltistan (GB), Pakistan is a 72,000 Sq. KM mountainous area nestled at the confluence of world’s three largest mountain ranges of Karakorum, Himalaya and Hindukush. Geo strategically placed as the gateway to Central Asia, the region has been a hotbed of the ‘New Great Game’, but rife in sectarianism, political discontent and clash of international interests. Located next to the new Kashgar Special Economic Zone, GBs Karakorum Highway (KKH) is the gateway to new markets in the South East Asia. Site of the Diamer Bhasha Dam, the biggest Hydro Power project to be undertaken in decades, the region promises a known hydro power capacity of eco friendly 40,000 MW. The capacity in terms of Minerals, Fruits and Tourism is yet to be ascertained but even modest resource capping can propel the region as the most prosperous in the country. Such a resource rich region is yet polemical due to one of the lowest socio economic indicators and political orphanage in Pakistan. The New Empowerment and Self Governance Order is an attempt by the current Government of Pakistan to address decades of neglect; empower the population and iron out a trade route between Central and South East Asia. The Chief Minister, as Chief Executive of the Government and the Chief Secretary , as team leader of the civil service will apprise the audience on the circumstances which brought GB at the cross roads of Central Asia and how the new political and economic empowerment is bringing change. While describing what this change means for the locals, for Pakistan and most important for the Central Asia they will also try to enumerate the national and international actors interested in the Gilgit Baltistan’s arena. A candid discussion should bring out Governance issues, current flood Situation and political change across Pakistan, as both the speakers have vast knowledge of these issues at national level.
ABOUT OUR GUESTS:
Chief Minister Syed Mehdi Shah, hails from the Skardu, Baltistan region of the Gilgit Baltistan. A life long activist of the Pakistan Peoples Party, he started his political career as a student leader from the People Student Federation and remained loyal to the party, despite coercion from successive regimes, for the next 36 years till today. "Rock & Roll Jihad" with Salman Ahmad
Date and Time: 21st May 2010 (6:30 pm)
Venue: Sasketchwan Room, Exeter College, Oxford
Entry: Free for All
Salman Ahmad will be joining the Oxford University Pakistan Society to talk about his newly published book "Rock & Roll Jihad: A Muslim Rock Star's Revolution."
Salman Ahmad is a Pakistani musician and former actor, who used to be a member of Vital Signs but left after their debut album due to creative differences. He went on to form Junoon, South Asia's biggest and longest-lasting rock band. While still enjoying the success of Junoon, he was involved in two documentaries with the BBC and is also a UN Goodwill Ambassador for HIV/AIDS.
Ahmad offers a fascinating glimpse into the complicated existence of a Pakistani whose unconventional life bridges the Muslim world and the West. As a teenager living in a New York City suburb, he fell in love with rock, dreamed of playing guitar in a band, and though his parents looked down upon what they thought was a ridiculous fantasy, determined to wage “a rock and roll jihad.” He formed bands in both America and Pakistan, eventually transforming himself into a Pakistani national icon. He played the first-ever rock concert in war-torn Kashmir and, in December 2007, became the first Pakistani musician to perform at a Nobel Peace Prize ceremony
Salman Ahmad may be available for a couple of performances on request after the talk if time allows.
