OUPAKSOC reveals severe electoral irregularities in NUPSA Electoral Procedures:

NUPSA has emailed a certain section of its General Council its latest" constitutional amendments and reforms" which took place barely a week before scheduled elections. These documents were only available on request to the public but for transparency purposes we are now now revealing those two documents for the general public to see.

Furthermore, NUPSA released its final rebuttal against OUPAKSOC on 13/04/2011. It is with deepest regret that we have been forced to release another document to clarify further baseless allegations NUPSA has levelled upon our society. NUPSA had invited us to participate in the constitutional amendments process but pre-empting the sham of democracy and constitutional reform that we knew that NUPSA was going to instigate, we refrained from participating in the process. As expected, NUPSA has introduced constitutional amendments and electoral reforms which are a further attempt to strengthen the hold of the establishment in NUPSA’s running and handpick its future representatives. Moreover, the voting powers of the General Council members have been severely curtailed while skewing the votes heavily in favour of the sitting NUPSA Executive. This again is a further attempt to not only maintain the current undemocratic and nepotism-based status quo but also to perpetuate it by giving it the veneer of constitutional legality.

Evidence against NUPSA finally released:

Despite the brilliant opportunity given by OUPAKSOC to NUPSA to come clean in front of the public and start an internal accountability procedure, the NUPSA Executive has decided to deny all charges and instead has levelled several baseless allegations against OUPAKSOC to divert the real issue. In light of this unfortunate development, we are now releasing irrefutable evidence which is based on NUPSA's own internal correspondences and documents (please refer to the Appendices). Unlike the Excel files and videos released by NUPSA as counter evidence to our allegations, the evidence we are releasing now is fully reliable, legally acceptable and traceable to NUPSA executives (re: Appendices). As such, we would urge all of you to go through the Appendices carefully and judge the evidence objectively and on its own merit. The evidence speaks for itself and we request NUPSA that if they wish to send any response, then please do not simply send out mumbo-jumbo essays fudging details regarding allegations but instead to respond directly and concisely to the “Appendices” which are documents or communications made by the NUPSA Executive themselves. The most damning of these documents is the lengthy OFFICIAL CHARGE SHEET” (Appendix C) which the NUPSA Executive composed itself and which clearly pinpoints exactly where and when the financial corruption within the NUPSA took place.

In the past few days we have been labelled as ‘enemies’, ‘opportunists’, 'conspirators' and 'traitors'. We invite the public to consider what benefit, if any OUPAKSOC had to gain from launching this public awareness campaign from NUPSA. All our documents have contained no personal attacks and all names have been diligently censored to protect the privacy of all parties even though there is no legal requirement on us to do so since NUPSA is an unincorporated body. Our stance throughout has been one based on the principle of transparency, democracy and the most high regard for public funds which NUPSA had gathered through the goodwill and sentiment of the Pakistani community. We shun the allegations and propaganda directed towards us to malign our principled cause and rest our case with this final note plus document. The decision is now in the hands of the student body and the general public. We urge you to consider carefully the validity and clarity of our evidence vs the validity of any unverifiable evidence (or fudging essays) presented by NUPSA in reply for we believe that with this damning and irrefutable document the matter is now clear and closed and that the best way for NUPSA to proceed is to admit its errors and to proceed with public accountability

Case for NUPSA De-Affiliation:

It is with the gravest concern and the utmost sadness that we are compelled to release a document with issues which have been brimming within NUPSA for almost the last half a year. With glaring evidence and allegations of financial mismanagement and embezzlement, our representatives within the NUPSA Executive tried their utmost for a good part of four months to persuade the stakeholders within the NUPSA Committee to make public the knowledge of the use and distribution of funds generated from various sources for activities such as leadership development and flood relief work.


Our stance throughout has been one based on the principle of transparency, democracy and the most high regard for public funds which NUPSA had gathered through the goodwill and sentiment of the Pakistani community. However, having been unsuccessful in the efforts to persuade the NUPSA high command of the need to come clean to the public and ensure the utmost transparency in financial transactions, we feel that it is detrimental not only for the Oxford PakSoc to remain associated with an organisation whose credibility has been severely compromised but we also firmly believe that it is our moral responsibility not to breach the trust the public has placed in us by informing students and other concerned members of NUPSA of the goings on within the organisation.

Note: The OUPakSoc wishes to make it clear that these documents are only being released after spending four months of negotiations with the NUPSA Executive and after the resulting failure of NUPSA to publically declare the misappropriation of funds, the Oxford University Pakistan Society realising that it has exhausted all other options has decided to reveal these documents to the public since these are public funds and the NUPSA Executive is duty bound to answer to the public as to how these funds have been mishandled.

"It is in the interest of the society to immediately de-affiliate from NUPSA"

 

NUPSA was founded in 2007 by the Oxford and Cambridge University Pakistan Societies. The 2011 OUPakSoc Committee has unanimously passed a motion to de-affiliate from the National Union of Pakistani Students and Alumni (NUPSA). The reasons for which the committee is pushed this motion were:

- Electoral and constitutional irregularities within NUPSA
- Financial mismanagement and misappropriation of funds
- Violation of Affiliation Agreement
- Violation of PYLC Contract

This motion will now be passed onto the general members' body for voting. A simple majority will be required to pass the motion. Voting on the motion shall commence shortly. OUPakSoc members (Annual + Lifetime) eligible to vote in the referendum. 

Before the voting commences, if any member wishes to present arguments for or against the motion, then please forward your respective arguments in document format to the OUPakSoc Secretary at secretary@oupaksoc.org by 21:00 on 11 March 2011 at the latest.  

 

NUPSA Executive resignations:

 

In light of the motion that was unanimously presented and approved by the OUPakSoc Committee, the following NUPSA Executive Committee members have now tendered their resignations since they were elected on OUPakSoc affiliate platform.

Electoral procedure:

 

Any motion which has a major effect on the policy and running of the society shall need to be approved in a vote by the general body, even if approved unanimously by the executive committee. However, since NUPSA affiliation is not inherently mentioned in the OUPakSoc constitution, a two-third majority shall NOT be required in this case, instead a simple majority will suffice to pass the motion.

 

The case for the motion will be presented by the OUPakSoc Committee and will be attached to the voting email sent by the Returning offficer. The case will further highlight the above mentioned 4 points in greater detail. Any member wishing to make the case against the motion are required to send their case/arguments in document format to the Secretary by the above mentioned deadline. Both cases shall be available for viewing at this page as soon as they become available.

 

All members shall have the right to vote for or against the motion or have the right to abstain from voting.
